The Opportunity

This is a rare opportunity for a commercially minded economist or construction market analyst to shape strategic decision-making in a major delivery-focused organisation. Reporting to the Director, Finance & Procurement, you will provide economic insight, cost modelling and market analysis to support workforce planning, program costing, benchmarking and future budgeting.

The role will suit someone who can take an economist’s view of the construction industry and translate complex labour market, wage and materials data into practical strategies and decision support. You will work closely with finance, procurement, construction and operational leaders across the state to assess cost pressures, identify risks and help the business prepare for future market impacts.
 
In this role, you will:

  • Analyse labour market conditions, occupational shortages and future demand across operational workforces through to 2032;

  • Develop economic justification models and support the preparation of strategic business cases and submissions;

  • Build internal cost models to assess future rate movements, wage impacts and material cost pressures;

  • Support benchmarking, productivity and efficiency measures across the organisation’s operations;

  • Assist in developing cost risk profiles with Construction Managers to inform delivery costing and program planning;

  • Provide commercial insight into subcontractor markets, industry trends and likely impacts from major future programs and infrastructure demand;

  • Deliver gap analysis between current cost positions and changing market conditions, helping leaders plan mitigation strategies; and

  • Collaborate with finance, procurement and labour force stakeholders to gather data, test assumptions and inform decision-making.

Required Experience

We are seeking a commercially sharp and analytical professional who understands the construction industry and can bring an economist’s lens to pricing, workforce and program risk.

To be successful, you will bring:

  • Experience in construction economics, commercial analysis, cost modelling or financial strategy within infrastructure, construction or a related sector;

  • Strong capability in labour market analysis, wage modelling, benchmarking and forecasting;

  • Ability to assess commercial and economic risks and develop practical mitigation strategies;

  • Experience building models that inform budgeting, pricing, productivity or future rate adjustments;

  • Strong stakeholder engagement skills, with the ability to partner across finance, procurement and operational teams; and

  • A pragmatic, delivery-focused mindset and the ability to work effectively in a fast-paced, commercially driven environment.

Ideal Background

This role could suit someone coming from a construction contractor, government-owned corporation, infrastructure advisory firm, consultancy or economics practice. Experience in high-volume delivery environments, cost risk analysis, or strategic market modelling will be highly regarded.
