About the Organisation

Container Exchange (COEX) is the not-for-profit organisation responsible for delivering Queensland's Containers for Change scheme. Since launching in 2018, COEX has played a leading role in reducing container litter, increasing recycling rates and creating positive environmental, social and economic outcomes for communities across the state.

As the scheme continues to evolve, COEX is investing in major recycling and processing infrastructure that will enhance network capability, improve material recovery and support Queensland's transition towards a more sustainable circular economy. About the Role

COEX is seeking an experienced Delivery Lead – Recycling Infrastructure to lead the development and delivery of complex recycling and circular economy infrastructure projects. Working within the Operations Improvement function, you will manage projects from early feasibility and business case development through to implementation and operational handover. Partnering with government, industry and internal stakeholders, you will drive commercially sound, technically robust and operationally successful project outcomes that support the continued evolution of Queensland's recycling network. Key responsibilities include:

  • Lead the delivery of major recycling and processing infrastructure projects from feasibility, planning and business case development through to implementation and operational readiness;

  • Develop robust business cases, cost-benefit analysis and investment recommendations to support strategic infrastructure initiatives;

  • Manage project plans, delivery milestones, budgets, risks, dependencies and governance to achieve successful project outcomes;

  • Support commercial and procurement activities, including supplier engagement, evaluation, contract development and negotiation;

  • Oversee the development and validation of infrastructure and equipment specifications, ensuring solutions are fit for purpose and aligned to operational requirements;

  • Apply Safety in Design principles and ensure engineering assurance, compliance and supplier accreditation requirements are achieved throughout project delivery;

  • Establish trial frameworks, performance measures and validation processes to assess project outcomes and support scalable implementation;

  • Build and maintain strong relationships with local and state government, industry partners, suppliers and internal stakeholders to deliver successful infrastructure outcomes;

  • Analyse technical, commercial and operational information to support informed decision-making and continuous improvement across the recycling network; and

  • Foster a collaborative, delivery-focused culture while ensuring projects are delivered safely, efficiently and in accordance with governance requirements.

About You

You are an experienced infrastructure or capital projects professional with a strong track record delivering complex projects within industrial, processing, recycling or infrastructure environments. You are commercially minded, highly collaborative and comfortable working across technical, operational and stakeholder groups to deliver practical solutions. With excellent communication skills and a proactive approach, you thrive in complex project environments where you can influence outcomes and drive successful delivery.

Essential Qualifications & Experience

  • Degree qualification in Engineering, Project Management or a related discipline;

  • Demonstrated experience delivering large-scale infrastructure, industrial, processing or capital projects from feasibility through to implementation;

  • Strong experience developing business cases, cost-benefit analysis and investment recommendations;

  • Proven capability managing complex project governance, commercial and procurement activities;

  • Experience coordinating multidisciplinary stakeholders, contractors and delivery partners across complex project environments;

  • Understanding of engineering specifications, infrastructure development and operational performance requirements;

  • Strong analytical, stakeholder engagement and communication skills, with the ability to influence outcomes across technical and commercial teams; and

  • Current C Class Driver's Licence and willingness to undertake occasional interstate travel.
