Container Exchange (COEX) is the not-for-profit organisation responsible for delivering Queensland's Containers for Change scheme. Since launching in 2018, COEX has played a leading role in reducing container litter, increasing recycling rates and creating positive environmental, social and economic outcomes for communities across the state.

About the Role

Reporting to the Operations Planning and Capability Manager, the Operations Planning Lead supports the front-end planning, analysis and feasibility work required to determine whether proposed operational initiatives should progress into delivery. You will help define problems, gather requirements, assess options, test assumptions and prepare planning outputs that support informed investment, prioritisation and project approval decisions.

Working across operational teams, internal functions, network partners and suppliers, you will ensure proposed initiatives are properly scoped, assessed and supported by clear evidence. The role focuses on planning before approved initiatives are handed to Operations Improvement or another delivery owner. Key responsibilities include:

• Support early-stage assessment of operational initiatives to determine whether they are sufficiently defined, feasible and suitable to progress into delivery;

• Gather information, define requirements, validate assumptions and document operational needs, objectives, constraints and expected benefits;

• Prepare feasibility assessments, options papers, planning briefs and supporting materials for review and decision-making;

• Analyse operational data, process information, stakeholder feedback and network requirements to identify opportunities, risks and practical implications;

• Support cost-benefit analysis, risk assessment, scenario assessment and prioritisation to inform whether initiatives should progress;

• Develop draft scopes, requirements, success measures, dependencies, risks and implementation considerations before approval;

• Ensure initiatives are sufficiently understood and documented before handover to Operations Improvement or another delivery owner;

• Build effective relationships with operational teams, internal functions, network partners, suppliers and other stakeholders;

• Coordinate meetings, workshops and discussions to gather requirements, validate assumptions and build alignment on proposed options; and

• Consider safety, risk, compliance, environmental and operational obligations throughout planning and feasibility activities.

About You

You are an analytical and commercially minded planning, operations, business analysis or project development professional who enjoys bringing structure to ambiguity. You are comfortable working across technical and operational environments, with the ability to gather information, challenge assumptions and turn complex analysis into practical recommendations.

Essential Qualifications & Experience

• Tertiary qualifications in business, operations, project management, commerce, logistics, planning or a related field;

• Experience supporting planning, feasibility assessment, operational analysis, business analysis, project development or improvement activities;

• Experience gathering requirements, documenting options, assessing risks and preparing recommendations to support project or investment decisions;

• Strong planning and analytical capability, including problem definition, requirements gathering, option assessment and decision support;

• Working knowledge of cost-benefit analysis, risk assessment, process mapping, operational modelling or project prioritisation methods;

• Experience working in operational, engineering, industrial, recycling, waste, logistics, infrastructure or other asset-intensive environments;

• Excellent communication and stakeholder management skills, with the ability to prepare clear feasibility assessments, planning materials and recommendations; and

• Drivers licence, flexibility to travel interstate including remote locations, and ability to obtain a Blue Card and maintain a satisfactory criminal history check.
